In 2015 the eThekwini Municipality began a process of preparing multiple Water Use Licence Applications (WULA), and in some cases Coastal Waters Discharge Permits (CWDP), for the 15 Waste Water Treatment Works (WWTWs).
The applications and specialists studies were to be put together by Golder and Associates and WSP. Phelamanga was appointed to undertake the public participation process for these applications; as they happened over the ensuing two years. Newspaper advertisements were placed as each application was prepared by the consultants. Stakeholders then had an opportunity to (pre)-register as an Interested and Affected Party (I&AP) and when relevant they were advised of the public meetings in their areas.
The 15 WWTW were:

• Hammarsdale
• Isipingo
• Kingsburgh
• KwaMashu
• KwaNdengenzi
• Mkhomazi
• Mpumalanga
• Northern Works
• Tongaat
• Umbilo
• uMdloti
• Umhlanga
• Umhlatuzana
The project came to a close before all the Public Meetings could be held, this was due to multiple factors beyond the control of the Phelamanga Team. The following activities were undertaken in relation to the project:
Amanzimtoti WULA
The Amanzimtoti WULA public meeting was held on the 11 August 2015, at the Amanzimtoti Civic Centre. At the meeting the public were invited to give comment for inclusion in the draft report to go with the WULA.
